- January 1998: In 1997, the islands of Anjouan and Mohéli declared their independence from the Comoros.
- January 1999: Mohéli did return to government control in 1998.
- August 1999: In 1999, Anjouan had internal conflicts and on August 1 of that year, the 80-year-old first president Foundi Abdallah Ibrahim resigned, transferring power to a national coordinator, Said Abeid.
